The Official Ocean County Inmate Lookup Tool
The Ocean County Inmate Lookup Tool is the county's official free public database for searching jail records. It runs on the county corrections system and is hosted at a secure county subdomain. The tool is version 3.1 and carries the label "IML" in the system. Anyone can reach it without creating an account or paying a fee. The page loads two search panels: one for name searches and one for identifier searches.
The screenshot below is taken from the IML search portal directly, showing both panels and the search fields available to the public.
Both panels share the same result list when you run a search. Results show ten records at a time, with pagination controls to move through larger result sets. Clicking any row opens the inmate profile page for that person.
The Department of Corrections, not the Ocean County Sheriff's Office, runs the jail and manages this database. The Sheriff handles court security, warrants, and field services. Custody information such as booking number, release date, and inmate status comes through the Corrections system, not the Sheriff's portal. If you are looking for active warrant records, the warrant records page covers the Sheriff's Most Wanted and warrant categories.
Searching Ocean County Inmates by Name or Identifier
The IML gives you two ways to find an inmate. The name panel lets you type a first name and last name with an optional date of birth. The identifier panel lets you pick a specific ID type from a dropdown and enter its value. Both panels include a checkbox to include released inmates in the results. Either panel accepts the Enter key to submit without clicking the button.
The table below lists every input field in the tool, what type of data it takes, whether it is required, and notes from the live portal.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| First Name | Text | Optional | Name panel; used with Last Name to search by person. |
| Last Name | Text | Optional | Name panel; searches first and last name together. |
| Date of Birth | Date mask | Optional | Format mm/dd/yyyy; narrows results when names are common. |
| Include released inmates | Checkbox | Optional | Name panel (field ID: releasedA); check to include people already released from custody. |
| Select Identifier | Dropdown | Required for ID search | Options: Booking Number, Permanent Number, State ID, County ID, FBI Number, ICE Number. |
| Value | Text | Required for ID search | Max 100 characters; enter the identifier that matches the dropdown selection. |
| Include released inmates | Checkbox | Optional | Identifier panel (field ID: releasedB); same function as the name-panel checkbox. |
Use the date of birth field whenever a last name is common. A live test search for "Smith" without a date of birth returned several rows. Adding a date of birth narrows the list fast. For identifier searches, enter the value exactly. A transposed digit in a booking number will return no results.
How to Use the Ocean County Jail Roster
Follow these steps to run a search on the Ocean County inmate roster:
- Open coroms.co.ocean.nj.us:8087/IML in any web browser. No login is needed.
- Pick the name panel or the identifier panel. If you have a booking number or permanent ID, use the identifier panel for a precise match.
- Enter the first name, last name, and optional date of birth in the name panel, or select the ID type from the dropdown and type the value in the identifier panel.
- Check "Include released inmates" if you want to see people who have left custody, not just current inmates.
- Click Search or press Enter. Results load below the form, up to ten rows at a time.
- Use the first, prev, next, and last pagination buttons to move through larger result sets.
- Click any row to open the inmate profile page for that person.
Note: the profile page requires an active session. If the session times out, run the search again to reach the profile.
What Ocean County Inmate Search Results Show
The result list from the inmate lookup tool displays five columns for each person found. These columns were confirmed in a live search. The results are consistent across name and identifier searches. Each row is clickable and leads to the individual profile.
The screenshot below shows the Ocean County Department of Corrections inmate information page, which describes the lookup process and links to the IML directly.
The table below maps each result column to what it shows in the live roster:
| Field | What It Shows |
|---|---|
| Inmate Name | Last name, first name, middle name in that order. |
| Booking Number | Unique booking ID assigned at intake; format observed as two digits, dash, six digits (e.g., 15-217942). |
| Permanent ID | A longer-term identifier that stays with the person across multiple bookings; format observed as two letters followed by four digits (e.g., AE0285). |
| Date of Birth | Inmate's date of birth in MM/DD/YYYY format. |
| Release Date | Date of release if the person has left custody; blank if the person is still held or if the date is not displayed in the public result. |
The public result list does not show charges, bail amounts, housing unit, or mugshot. Those fields exist in the profile system, but a direct profile POST during research required a live session state and returned the search page rather than profile data. Call 732-929-2043 for charge or bail details that do not appear in the roster.
The Booking Number and Permanent ID columns are especially useful. If you see a booking number in the list, you can use that number in the identifier panel to pull the same person directly on a future search. The Permanent Number lets you search across multiple stays at the facility under a single identifier.
Including Released Ocean County Inmates in the Search
By default, the Ocean County inmate search returns only people currently in custody. To see people who have already left the jail, check the "Include released inmates" box before running the search. The checkbox appears in both panels. The name-panel version carries the field ID "releasedA" and the identifier-panel version carries "releasedB." Both do the same thing. Either one extends the search to include released records.
When released inmates are included, the Release Date column in the result list becomes active. An active inmate shows a blank release date. A released inmate shows the date they left custody. If the column is blank for a record that appears after the checkbox is checked, the date may not be available in the public result view. Call the jail at 732-929-2043 to confirm release status.
Ocean County does not publish a separate list of recently released inmates outside the IML. The "Include released inmates" checkbox is the county's main released-inmate feature at the local level. For more ways to track custody changes, including automated notifications when an inmate is released, transferred, or escapes, see the released inmates page. That page covers New Jersey VINE, the VINELink service, and how to register for alerts by phone, text, or email.
Scam Alert: The Ocean County Department of Corrections posted a public warning that scammers contacted families claiming money was required to secure a release. The Department of Corrections will never request payment over the phone. If you receive such a call, do not pay. Report suspicious calls to the Internal Affairs Bureau at 732-929-2043.
Ocean County Jail and Department of Corrections Contact
The Ocean County Jail is at 114 Hooper Avenue in Toms River, about one block from the courthouse complex on Washington Street. The facility is run by the Ocean County Department of Corrections, which is the county agency responsible for the safety, welfare, and custody of all adult offenders arrested for violations of law within Ocean County. The mailing address for inmate correspondence uses a PO Box and is different from the facility's street address.
The screenshot below shows the Ocean County Department of Corrections homepage, which links to inmate information, visitation scheduling, and current notices including the PREA statement and scam alert.
The contact card below covers the facility address, main phone, and mailing format for inmate mail.

The Sheriff's Identification Section processes close to 18,000 individuals each year through fingerprinting, classification, and mugshot functions during criminal intake. That number reflects booking workload across the year, not the daily count of people held in the jail. For arrest-record context or background-check questions, see the arrest records page.
Calling the Jail for Bail and Ocean County Inmate Charges
The IML roster does not show charges or bail amounts in the public result list. That information requires a call to the jail. Corrections staff can provide details about bail, charges, and custody status by phone. The main inmate information line is 732-929-2043. Staff are available to confirm whether a specific person is held and provide basic charge information during operating hours.
New Jersey operates a statewide pretrial release system under criminal justice reform. Bail decisions are court-driven. They may involve a pretrial services risk assessment, a detention motion heard by a judge, or conditions of release. In some cases a monetary bail is set. The jail staff can tell you whether a person is in custody and give general charge information; the full court record of those charges comes from the NJ Courts judiciary systems. To search Ocean County criminal court filings, see the court records page and the NJ Courts criminal public access portal.
Warning: Do not pay anyone who calls claiming money is required to release an inmate. The Department of Corrections does not contact families by phone to request payment. Call the jail directly at 732-929-2043 to confirm any claim about an inmate's status.
Mail Rules for Ocean County Inmates
All incoming mail to the Ocean County Jail is subject to search by Corrections staff. There is no stated cap on outgoing or incoming correspondence, but the rules for what can and cannot be sent are strict and have been in effect since June 1, 2018. Letters that do not meet the rules may be rejected or withheld without being delivered.
Address every piece of mail using the inmate's full name and ID number on the first line, then Ocean County Jail, PO Box 2191, Toms River, NJ 08754. Do not use the physical facility address at 114 Hooper Avenue for mail; it goes to the PO Box.
- All letters must be on plain white paper, written in pen ink only.
- No stickers, colored pencils, crayons, or drawings of any kind.
- No greeting cards sent by U.S. Mail.
- No personal photos sent through U.S. Mail.
- No cash, checks, or money orders inside envelopes; see the deposit section for how to send funds.
- No information about criminal activity inside any letter.
- No weapons or controlled substances under any circumstances.
Envelopes are not given to the inmate. Instead, the facility makes a photocopy of the envelope and return address for the inmate's records. Books and magazines must be mailed directly from the publisher with a packing slip or invoice that includes the publisher's address and phone number. Third-party fulfillment services, including Amazon, are not permitted even when the item itself would otherwise be allowed. Only soft-cover books are accepted; hardcovers are rejected regardless of content.
Securepak commissary gift packs are an approved way to send goods into the facility. These are ordered through the Keefe Commissary Network, which handles authorized item selection and delivery to the inmate.
Money Deposits and Commissary for Ocean County Inmates
Deposits into an inmate's account fund commissary purchases, phone calls, medical copays, and other facility transactions. The jail does not accept money dropped off or mailed directly to the facility. Money orders and checks are not accepted at the facility either. All deposits must go through one of the approved channels described below.
Two deposit kiosks are available on-site. One is in the main lobby of the jail. The second is in the Public Information Office behind the facility on Court House Lane. Both kiosks take cash and debit or credit cards. They are available during facility hours for walk-in use without an appointment.
For deposits from home or outside the area, use Access Secure Deposits through accesscorrections.com or call 1-866-345-1884. This service processes online and phone deposits without requiring a trip to the jail. It is the same service referenced on the official Corrections inmate information page.
Commissary orders are handled by the Keefe Commissary Network. Inmates can order approved items through the commissary system during scheduled ordering periods. Facility fees and medical fees are deducted from inmate accounts automatically. The Inmate Accounts Unit inside the facility processes personal money transactions and handles questions about account balances, deductions, and transfers.
Phone Calls from the Ocean County Jail
Inmates place outgoing calls from facility phones. The person receiving the call hears a computerized prompt that identifies the source and gives them the option to accept or reject. Rejecting or ignoring the prompt ends the call with no charge to the recipient. Accepting connects the call and the timer starts.
All calls have time limits set by the facility. Charges for accepted calls may appear on the recipient's local phone bill or on a separate bill, depending on the carrier and the call account arrangement. If a related bill goes unpaid for 30 days, the phone number on that account may be blocked from receiving future inmate calls.
GTL is listed as the additional information provider for inmate phone services at the Ocean County Jail. GTL operates inmate calling programs in many county correctional facilities. Contact GTL directly for account setup, billing questions, or to resolve restrictions on a specific phone number.
Non-attorney calls are recorded and monitored. Attorney-client calls are handled under the professional visitation rules. Inmates who have lost phone access due to disciplinary action or account issues should address those through their attorney or through an appropriate inmate request process at the facility.
Ocean County Inmate Visitation Hours and Schedule
Ocean County Corrections offers two types of visits to eligible inmates: video visitation and contact visitation. Video visits are available to a broader group of inmates and run on a regular weekly schedule. Contact visits are limited to inmates who meet specific eligibility criteria, require advance approval, and happen less frequently. All visitors, including children, must preregister before scheduling any type of visit. The 48-hour processing period between registration and the first scheduled visit applies to all new visitors.
The screenshot below comes from the Ocean County inmate visitation page, which publishes the current schedule and the full list of visitor rules.
The schedule table below shows each visit type, its days and hours, duration limits, and key requirements drawn from the official page.
| Visit Type | Days and Times | Duration / Limit | Key Requirements |
|---|---|---|---|
| Video visitation (weekdays) | Monday through Friday, 6:00 PM to 10:00 PM | Two 15-minute video visits per week per eligible inmate | Preregister; 48-hour processing before first visit; no county holidays; enter 15 minutes before start time. |
| Video visitation (weekends) | Saturday 8:00 AM to 3:00 PM; Sunday 8:00 AM to 3:00 PM | Two 15-minute video visits per week per eligible inmate | Visitors must clear metal detector and thermal scanner; subject to search; enter 15 minutes before visit time. |
| Contact visitation | Fridays 8:00-9:00 AM and 5:00-6:00 PM; Saturdays 8:00-10:00 AM; Sundays 8:00-10:00 AM (primary caregiver cases only) | 15 minutes within a 30-minute interval; one contact visit every 30 days | Inmate must have been held at least 90 days; request at least 14 days before visit date; maximum two adult visitors; cancellations by noon Wednesday before the visit. |
All visitors enter the visiting area with their photo ID only. No cell phones, pagers, cameras, laptops, radios, Bluetooth devices, flash drives, or other personal electronic devices are allowed without authorization from the Warden or designee. No gum, cigarettes, lighters, beverages, or food may enter the visiting area. Visitors must sanitize their assigned video station before and after each visit. Children must be at least 18 or be accompanied by a parent, guardian, or adult family member, and no school-aged children are allowed during school hours.
Contact visits have a dress code. No tank tops, flip-flops, high heels, short skirts or shorts (must be at or below the knee), low-cut shirts, exposed midriffs, jackets, dangling earrings, or purses are allowed. One hug at the end of the visit is allowed. Hands may be held above the table during the visit. Inmates are strip-searched before returning to housing after a contact visit.
For video visit scheduling, Corrections uses an online portal. The screenshot below comes from the video visitation scheduling site where visitors book appointment times.
The online scheduling system lets visitors set appointments without coming to the facility in person. Schedule at least one day in advance and no more than seven days ahead. Complete registration at the portal before attempting to book a time slot.
Attorney and Professional Visitation at the Ocean County Jail
Attorneys, investigators, clergy, and social-service visitors have procedures that differ from general public visits. Professional contact visits are available Monday through Friday, 8:00 AM to 5:00 PM, with no contact during the noon to 1:00 PM break or the 2:30 PM to 3:15 PM window. There is no stated limit on the number of visits per week for attorneys. General public visitors follow the two-per-week cap for video visits, but that restriction does not appear in the professional visitation rules.
Professional video and lobby visits also run Monday through Friday, 8:00 AM to 5:00 PM. To schedule a professional video or lobby visit, register at vvsc.co.ocean.nj.us and email your government-issued ID and professional credential to cketelaar@co.ocean.nj.us. Book at least one day ahead and no more than seven days in advance. Emergency visits can be arranged with special approval from the facility.
For written contact visit requests, attorneys submit a written request directly to the facility. The screenshot below comes from the Ocean County professional visitation page, which lists the current rules and contact process for professional visitors.
Attorney-client calls and visits are not recorded or monitored in the same way as general public communications. Non-attorney calls and visits are subject to monitoring and recording. Professional visitors who do not comply with facility rules can be denied access. Call 732-929-2043 to confirm current scheduling requirements for professional visits before traveling to the facility.
Attorneys who need court records tied to a client's case can access them through the New Jersey Judiciary systems. The Superior Court page covers Ocean Vicinage 14 division contacts and the Superior Court Clerk page covers how to request certified copies of court files.
PREA and Safety Reporting at Ocean County Corrections
The Prison Rape Elimination Act, known as PREA, was passed by Congress in 2003. Federal PREA standards took effect on August 20, 2012. Ocean County Corrections lists PREA information on its official inmate information page as part of its compliance requirements. The law supports the elimination, reduction, and prevention of sexual abuse and harassment in correctional settings. All county jails that receive federal funding are subject to PREA standards.
Reports of sexual abuse or harassment at the Ocean County Jail can be made to the Internal Affairs Bureau at 732-929-2043 or by email through the Corrections contact page. The phone number for Internal Affairs is the same general inmate information line. Inmates, their families, and visitors may all use this channel. Complaints can be submitted confidentially, and the PREA framework prohibits retaliation against anyone who makes a good-faith report.
If a person in custody believes they are at risk, they or their attorney should contact the Internal Affairs Bureau without delay. For broader concerns about county agency conduct or official records, an OPRA request can be submitted to the Ocean County Department of Corrections for administrative records. The public records page explains how OPRA requests work for county agencies in Ocean County and what the response deadlines are.
The inmate population page covers what the county publishes about jail size and scope, including the booking workload figures from the Sheriff's Identification Section, and what context state and national data provide for understanding Ocean County's incarceration picture.
